The United States Department of Agriculture, Rural Development (RD), Innovation Center, has a mission requirement for ZOOM FedRAMP licenses to host on-line meetings (audio and video) for multiple small and large (up to 1000) groups comprised of both Agency and outside Stakeholders for the period of performance. The ability to have Zoom FedRAMP licenses would allow RD to maximize performance and increase outreach capabilities.

RD intends to purchase Zoom licenses from Carahsoft Technology Corp. due to the vendor being the only authorized reseller of Zoom FedRAMP licenses. The award will be a Firm Fixed Price (FFP) contract that includes one 12-month base period.

In accordance with the Competition in Contracting Act, 41 U.S.C. 253 [C] [1], as implemented by FAR 6.302-1, other than full and open competition is authorized when there is only one responsible source, and no other supplies and services will satisfy agency requirements.

THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR COMPETITIVE PROPOSALS.

A determination by the Government to compete this proposed contract based upon responses to the notice is solely within the discretion of the Government. Information received will normally be considered sole for the purpose of determining whether to conduct a competitive procurement.

The written response must include a detail discussion demonstrating experience providing the services identified in this announcement and past performance client information for similar services.
