The National Institutes of Health (NIH) has responsibility for conducting, supporting, and promoting biomedical research. NIH seeks to improve the health of American people through increasing the understanding of processes underlying human health, disability, and disease. The NIH supports biomedical and behavioral research domestically and abroad. Furthermore, NIH conducts research in-house in laboratories, primarily in the Bethesda-Rockville, Maryland area and works to distribute medical knowledge to the public.
The main NIH campus is located in Bethesda, Maryland, an urban area approximately ten miles north of Washington, D.C. The NIH Poolesville site is located in Poolesville Maryland in a rural area approximately twenty-eight miles from the Bethesda Campus
Sources Sought Information
The Department of Health and Human Services National Institutes of Health (NIH}, Office of Acquisition and Logistics Management (OALM}, Office of Logistics and Acquisition Operations (OLAO) ,Office of Acquisition (OA) is seeking a qualified, SBA 8(a) certified, Program participant only, possessing the capabilities to fulfill this requirement.
The intended procurement will be classified under North American Industry Classification Code NAICS 561210. The small business size standard is $47.5 million. NAICS code 561210 – Facilities Support Services: No specialty trade contract activity work such as (plumbing, painting, plastering, carpentry, etc.) of the Facilities Support Services contract shall account for 50% or more of the value of this entire procurement.
THIS IS A SOURCES SOUGHT ONLY. This Sources Sought is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. Interested parties’ responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible.
This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the NIH Office of Research Facilities (ORF) is not at this time seeking proposals and will not accept unsolicited proposals.
Do not attempt to contact ORF,OLAO, OA personnel with questions. No questions shall be entertained at this time.
The anticipated period of performance for the contract is a base twelve-month period, plus four (4) twelve-month option periods for a total not to exceed period of sixty months.

Interested SBA certified 8(a) Program participants are requested to respond to this Sources Sought with a Capability Statement relevant to the requirement. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow NIH to determine of the interested party can meet all the requirements.
Information submitted is to be pertinent and specific to the technical requirements identified above and demonstrate your firm’s ability to provide all personnel and resources necessary to provide all of the services identified.
Interested SBA 8(a) certified Program participants are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this Sources Sought; all costs associated with responding to this Sought Sources will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued.
