Update to LITTLE BLUE III PRE-SOLICITATION NOTICE, Notice ID: N64498-23-R-4037

The Naval Surface Warfare Center, Philadelphia Division (NSWCPD) has a requirement to procure blue collar installation and associated technical services for upgrading Hull, Mechanical and Electrical (HM&E) systems and deploying technologies, which improve availability, increase reliability, ship readiness, and decrease maintenance and workload requirements for machinery systems and components. The target platforms of installation are primarily on U.S. Navy Surface Ships.

The assigned SBA Requirement Number is 0303-23-031523-03.

ASQ/ANSI/ISO 9001:2015 standards apply. The contractor is required to maintain a CONFIDENTIAL clearance.

It is the Government’s intention to procure these services as an 8(a) set-aside. The solicitation (once issued) will be open to 8(a) Offerors who meet the requirements of the solicitation. NSWCPD seeks to award an Indefinite-Delivery, Indefinite-Quantity (IDIQ) Multiple Award type contract(s) with Cost-Plus-Fixed-Fee (CPFF) & Firm-Fixed Price (FFP) ordering provisions. The applicable North American Industry Classification System (NAICS) Code for this requirement is 336611 (ship building and repairing), small business size standard is 1,300 number of employees. The Product Service Code (PSC) for this effort is J020 (Maintenance, Repair, and Rebuilding of Equipment- Ship and Marine Equipment).

THE SOLICITATION WILL BE AVAILABLE IN ELECTRONIC FORMAT ONLY.

It is anticipated that the Request for Proposal (RFP) (along with any amendments) will be posted to https://sam.gov in the October/November 2023 timeframe and will close approximately 30 days thereafter. No CDs or hard copies will be provided. Offerors shall be required to submit technical proposals in accordance with the solicitation. Be advised that access to the website listed above is essential for obtaining updated documentation and information regarding subject procurement.
