PERFORMANCE WORK STATEMENT Air Emission Testing on Alexandria VAMC Boilers GENERAL INFORMATION The contractor shall develop the specific air test protocol and conduct air emission stack testing on 3 boilers located at the Alexandria Veterans Healthcare Systems VAMC, 2495 Shreveport Hwy, 71N Pineville, LA 71360 to comply with the latest applicable federal, state, and city clean air regulations, codes, or statues. The contractor shall supply all equipment, material, installation test ports (if applicable), manpower and consultation to perform stack testing. Background: The Boiler System is located at Alexandria VA Medical Center. The system is an AIR EMISSION system manufactured by Clever Brook. It provides steam to the entire campus. 4. Period of Performance: 75 days after notice to proceed. 5. Type of Contract: Firm-Fixed-Price B. CONTRACT AWARD MEETING The contractor shall not commence performance until pre-award meeting and a notice to proceed. C. GENERAL REQUIREMENTS The contractor shall develop the specific air test protocol and conduct air emission stack testing on 3 boilers located VAMC, 2495 Shreveport Hwy, 71N Pineville, LA 71360 to comply with the latest applicable federal, state, and city clean air regulations, codes, or statues. The contractor shall include and provide all materials, manpower, and equipment to perform an air emission inventory and testing on 3 each natural gas fired boilers with Low Sulfur Diesel Fuel (N2) as back up fuel. The contractor shall inspect and use existing sampling ports on each boiler and provide adaptors to connect any external test equipment, prior to conducting testing. Any Safety concerns shall be identified and provided in writing to the COTR of any problems concerning this step. The contractor, as a minimum shall ensure air emission stack testing consist of conducting three 1-hour runs for Nitrogen Oxide (NOx), Carbon Monoxide (CO), Oxygen (O2), Volatile Organic Compound (VOC), Sulfur Dioxide (SO2), Particulate Matter (PM10), Lead (Pb) and any other contaminant subject to NAAQS or Hazardous Air Pollutant (HAPs) identified in FCAA on each of the three boilers during three consecutive days with each fuel source or as applicable. The contractor shall provide a summary of the regulatory status of each boiler after testing compared to applicable limits, a comprehensive air emission report with subsequent calculations and recommendations to bring boilers into full compliance, if applicable will be documented in the report. The report will be provided in hard copy (2ea) and electronic copy (1ea). If Louisiana Department of Environmental Quality involvement is required, the contractor shall provide assistance with the submittal of the test report or consultation as necessary update emission inventory and/or to meet current Federal, State and Local Clean Air Act regulations. The VAMC will provide access to the applicable equipment and utilities to support operation of contractor test equipment, if applicable. It shall be the responsibility of the contractor to connect their equipment to the utility source and to obtain coordinate joint safety inspection of any connections (electric, water, etc) to ensure all safety precautions have been met. The VAMC Boiler Plant personnel will provide oversight and act as the Alternate COTR for contract personnel working during any scheduled testing. D. PHYSICAL SECURITY & SAFETY REQUIREMENTS The Contractor and their personnel shall follow all VA policies, standard operating procedures, applicable laws and regulations while on VA property. Violations of VA regulations and policies may result in citation and disciplinary measures for persons violating the law. 1. The Contractor and their personnel shall wear visible identification at all times while they are on the premises. 2. VA does not provide parking spaces at the work site; the Contractor must obtain parking at the work site if needed. It is the responsibility of the Contractor to park in the appropriate designated parking areas. VA will not invalidate or make reimbursement for parking violations of the Contractor under any conditions. 3. Smoking is prohibited inside/outside any building other than the designated smoking areas. 4. Possession of weapons is prohibited. 5. The Contractor shall obtain all necessary licenses and/or permits required to perform the work, with the exception of software licenses that need to be procured from a Contractor or vendor in accordance with the requirements document. The Contractor shall take all reasonable precautions necessary to protect persons and property from injury or damage during the performance of this contract. E. TRAVEL: The contractor is responsible for providing all necessary travel and material delivery to the MEDVAMC. This cost shall be included in the contract. F. PAYMENT: Invoices shall be paid on a monthly basis. Invoices, MUST INCLUDE, at a minimum, the following information: Contract No., Purchase Order No. The number of hours worked should be submitted on a spreadsheet, monthly in arrears so the number of hours can be compared to the total hours documented on Maximo work orders. All parts orders should be submitted separately on a monthly basis, in arrears. G. GOVERNMENT RESPONSIBILITIES The government will furnish an outside telephone line and the contractor(s) can work on the main energy control computer. Restrooms are also available as well as workspace within Energy Control. H. COMPETENCY OF PERSONNEL SERVICING EQUIPMENT 1. Contractor shall be Fully Qualified based upon training and on experience in the field. For training, the technicians shall have successfully completed a formalized training program, for the specific equipment located within VAMC. This includes training on the Air Emission of Boiler and should be able to provide any programming changes or recommendation. The proposed technicians should have attended a minimum 40-hour training course specific to Air Emission systems and must be able to demonstrate at least annual refresher training for the systems for at least the past three years. For field experience, the technicians shall possess a minimum of three years of experience. The fully qualified technician shall also have a minimum three years experience in working on Air Emission equipment and Testing. 2. All work shall be performed by "Fully Qualified" (as described in A. above) competent technicians. The Contractor shall provide written assurance of the competency of their personnel and a list of credentials of approved technicians for each section of the Contractor services at the VAMC. The CO may authenticate the training requirements, request training certificates or credentials from the Contractor at any time for any personnel who are servicing or installing any VAMC equipment. The CO and/or COR specifically reserve the right to reject any of the Contractors personnel and refuse them permission to work on the VAMC equipment. 3. CONTRACTOR EXPERIENCE REQUIREMENTS Each technician or engineer proposed for this service contract shall meet the requirements as described above. The contractor shall submit a resume of qualifications with quote for personnel and employees proposed for this service contract. The contractor shall identify, by name, the key management and technical personnel who shall work under this contract at the time the work is being negotiated. The Government reserves the right to review the qualifications of the proposed replacement personnel and to reject individuals who do not meet the qualifications set forth in the PWS. The Contractor shall remove any employee from the performance of this contract within five (5) workdays of receiving notice from the Contracting Officer that the employees performance is unsatisfactory. All Contractor employees are subject to immediate removal from performance of this contract when they are involved in a violation of the law, VA security, confidentiality requirements and/or other disciplinary reasons. A&A requirements do not apply--Security Accreditation Package is not required.
