This is a sources sought notice (not a pre-solicitation notice pursuant to FAR Part 5) to determine the capability and availability of sources relating to Geese Deterrent Services. The Naval Station Newport, Rhode Island is seeking qualified companies to perform Geese Deterrent Services (Recurring & Non-Recurring) at Naval Station Newport, Rhode Island. The scope of work requires the vendor to identify measures required to reduce the attraction of Naval Station Newport to Canada Geese including, herding dog(s) Radio Controlled model vehicles (boats and land vehicles), radio controlled model vehicles, and other forms of harassment, perimeter fence monitoring, land management use, and identifying nesting areas of the Geese. Location of work shall be outlined areas located at Naval Station Newport including Coaster’s Harbor Island, Coddington Point, Coddington Cove, and Naval Undersea Warfare Center.
The contractor shall utilize at a minimum one (1) herding dog, one (1) radio controlled model boat, and one (1) radio controlled model land vehicle. The Contractor shall be responsible for the ownership and use of the working dog (s) and radio controlled model vehicles at the Naval Station Newport, for harassment within designated areas.
The contractor shall provide a qualified wildlife management and control person and herding dog working dog that will perform regular daily patrolling of the areas where birds and wildlife tend to congregate. The base is approximately 500 acres of developed/commercial areas.
The work will be accomplished under a combination Recurring/Firm Fixed Price (FFP) and Non-Recurring/Indefinite Delivery Indefinite Quantity (IDIQ) Contract. The contract term will be a base period of one year plus two option periods. Estimated contract start date is 1 February 2024. If the Government does not award a follow-on contract on time, the Government may require the Contractor to continue performance for an additional period up to six months under the Option-to-Extend Services clause.
Sources sought include small business, veteran-owned small business, service-disabled small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns. The NAICS code is 561710 -- Exterminating and Pest Control Services. The Small Business Size Standard is $17.5 million.
