This is a notice of contract action (NOCA); this is not a solicitation for a Request for Proposal, Invitation to Bid, or a commitment, implied or otherwise, that AMIC/PKBC-OL will take procurement action in the matter. No reimbursement will be made for any costs associated with providing information in response to this NOCA or any follow-up information requests. The purpose of this NOCA is to notify industry of the USAF’s intent of contract action and possibly gain knowledge of other potentially qualified sources and their size classifications (small business, large business, etc.) please do not request a copy of solicitation, as one does not exist.

The Acquisition Management and Integration Center (AMIC) Operating Location, Hurlburt Field FL, intends to issue a sole source Firm-Fixed Priced Purchase Order under the authority of 10 United States Code (USC) 2302(b), as implemented by FAR 13.501(a)(i) and AFFARS 5313.501 to Hexagon US Federal, 301 Cochran Road, Huntsville, AL 35824. The applicable NAICS is 513210 with a size standard of $47M.

Requirement: The 705th Combat Training Squadron needs to renew its annual licenses for Google Earth Enterprise Platform software. Google Earth is essential for the 705 Combat Training Squadron’s Distributed Mission Operations Center (DMOC) Replay Tool (DRT) to provide the 3-dimensional globe that displays exercise entities.

The software must specifically provide the following:

1. Valid CTF for deployment.

2. Enhanced/ maintained KML layer support.

3. Updated fusion server model to run on approved targets (think RHEL 7 at minimum and

migrating to RHEL 8 w/DISA STIG baseline configs).

4. Delivery of binaries.

5. Some form of help desk support (GEEP existing was available for questions etc.).

There are no solicitation documents; however, any vendors that believe they can meet the requirements described should submit a capabilities statement, and quotation, which shall be considered by the agency no later than 5:00 AM, Central Standard Time, 23 October 2023.

Supporting evidence must be furnished in sufficient detail to demonstrate the contractors capabilities and the ability to comply with above requirement. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Contracting Officer.

Delivery: Software licenses shall be due within 30 days ARO /FOB Destination.

FAR 52.212-1, 52.212-2, 52.212-3, 52.212-4, and 52.212-5 apply to this acquisition

Price will be the determining factor in selecting awardee.
