THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. There is no solicitation available at this time. This Sources Sought Notice is issued for the sole purpose of conducting market research in accordance with the Federal Acquisition Regulation (FAR) Part 10. The Government will not pay for any materials provided in response to this notice. If a solicitation is later released, it will be synopsized in a location to be determined. It is the potential business concerns responsibility to monitor this site for the release of any synopsis or solicitation. This effort is to seek qualified sources capable of fulfilling the requirements to provide services in support of the TNARNGs Catering for IDT- Inactive Duty Training Meals on drill weekends throughout the state of TN. The locations that need catering are listed in the DRAFT PWS.

The draft Performance Work Statement is attached. The Government intends to utilize an Indefinite Delivery Indefinite Quantity or a Multiple Award Indefinite Delivery Indefinite Quantity contract type in the event an award is issued. Locations and counties are stated in the PWS.

The currently contemplated NAICS code is 722320 Caterers with a small business size standard of $9m. If you are capable of fulfilling this requirement, please indicate your interest by sending a capability statement via e-mail (only) by 31 OCT 2023 @ 3:00PM CST, to rhonda.m.lien.civ@army.mil . Include the following information in your Capability Statement email (elements should not exceed 12 pages):

1. Prospective Offerors Identification:

a. Company name and government entity (SAM - CAGE) code

b. Address

c. Phone Number

d. Fax Number

e. Email address

f. Point of Contact information

g. A website address that provides additional information about the prospective business

h. Identify your company type: i.e. a large or small, small disadvantaged, 8a, veteran owned small business, service disabled veteran owned small business, woman-owned small business, Native American and/or HUB zone business that is supported by a current registration status of active in the System for Award Management. Include your companys North American Industry Classification System (NAICS) code. Provide your companys Unique Identification Number (UEI).

2. Your capability statement should demonstrate a firm understanding of the requirements, addressing the following, at a minimum:

a. Provide a list of Armories/Counties that you would be able to provide meals to. Please include an “Estimated Price” for each location.

b. Provide a brief history of your business, to include organization structure, experience in providing base life support services to the commercial market and how you have the resources necessary to fulfill the PWS requirements.

c. Describe subcontracting services previously utilized. If you are a small business, explain how you would conduct 51% of the work if this requirement was set aside for small businesses.

d. Describe how your current commercial/federal contracts are structured.

e. Provide a “Sample” 15 day menu.

f. Please provide how much time in advance you will need prior to ordering the food for the requirement.

g. State the last minimum time frame the total head count will be allowed to change without any waste to the food.

3. Please identify potential issues, questions, or problems with the PWS that may make it difficult to perform or greatly increase the cost of the performance.

4. Please provide a rough order of magnitude/rough pricing estimate pertaining to the estimated total cost to execute all requirements annotated in the attached draft PWS. *THIS IS NOT A REQUEST FOR QUOTE! PROVIDE ROUGH ESTIMATES ONLY!*
