The New York District, U.S. Army Corps of Engineers intends to award a sole source purchase order to Costar Realty Information, Inc., for subscriptions to verify information on commercial property in the mainly in the states of New York and New Jersey.

This is not a formal solicitation or request for proposal. This notice of intent is to give notice of the Governments intent to make a sole source award under the authority cited in Federal Acquisition Regulation 6.302-1- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

The general requirement is for two (2) subscriptions for one (1) base year and four (4) subsequent option years. These subscriptions are needed because the Government has requirements for leasing retail and general office space across the States of New York and New Jersey. Access is required to obtain information that will provide the Government with commercial real estate market research for future leased space requirements. Costar provides a comprehensive program that can be used to analyze market conditions by calculating current vacancy rates, absorption rates, average rental rates and forecasting future trends based on user-selected variables which is information needed to complete each appraisal in a timely manner. The database must be able to compress real estate decisions from weeks to minutes and must be able to search via a radius, market, or set boundaries to focus on a particular area. Must have access to fully researched and continuously updated commercial properties of all classes and types to include information such as property location, floor plans and amenities, extensive demographic data, traffic count data, mapping and a reporting function.

Any vendor wishing to propose an alternative source must provide a copy of all relevant data demonstrating the alternative source satisfies the above requirements, by the required due date and time, to Matthew Lubiak at: matthew.e.lubiak@usace.army.mil .
