The Indian Health Service (IHS), Navajo Area Office, intends to negotiate a sole-sourced firm-fixed-price contract with Native Americans for Community Action, Inc., (UEI L7GZR95B1936) for the provision of health care, alcohol and substance abuse, and referral services to the urban Indian beneficiaries residing in Flagstaff, Arizona and adjacent Coconino County. These services shall meet the requirements of the Indian Health Care Improvement Act (ICHIA) and will support the mission of increasing the health status of eligible urban Indians to the highest level possible. The NAICS code is 621498 All Other Outpatient Care Centers, with an associated small business size standards of $22.5M. The vendor is one of the 41 urban Indian programs funded by IHS and is the only program located in northeastern Arizona to service the community of Flagstaff, Arizona and adjacent communities in Coconino County.

In accordance with FAR 13.501(a)(2)(ii), for the acquisition of supplies and services in amounts greater than the simplified acquisition threshold but not exceeding $15 million, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available and approved by the advocate for competition for the procuring activity.

This notice of intent is not a request for quotations or proposals and a competitive solicitation will not be issued. Although capability statement may be submitted – and only via email to the POC identified below – by the close of this notice, October 23, 2023 at 1:00 PM MDT. A determination by the Government whether to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. IHS is authorized under the IHCIA, Title V, P.L. 94-437, as revised and Snyder Act of 1921 to contract with an urban Indian organization to provide health services to the urban Indians.
