In accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the Defense Health Agency, Southern Markets – Contracting Division (SM-CD) intends to negotiate a contract on a sole source basis to Grifols Diagnostic Solutions, LLC to provide for the lease and maintenance of the three existing Procleix Panther systems for nucleic acid testing located in the testing laboratory at Wilford Hall Ambulatory Surgical Center, JBSA Lackland AFB, TX. This is considered a sole source to Grifols Diagnostic Solutions, LLC because, to the best of the SM-CD’s knowledge based on market research conducted, Grifols Diagnostic Solutions, LLC is the sole source provider able to provide the analyzers capable to fit in the testing laboratory to include necessary dead-space for ventilation.

This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 4:00 PM ET on October 24, 2023. Responses must be submitted in writing to the Contract Specialist, James Green, via email at james.r.green2.civ@health.mil and Contracting Officer, Yvette Dluhos, via email at yvette.h.dluhos.civ@health.mil no later than the time and date noted above. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
