The government requires the delivery and installation of one (1) walk-in cooler for USDA, AMS, Cotton & Tobacco program in Florence, SC.
The contractor shall furnish all necessary labor, tools, and equipment in accordance with these specifications, general provisions, and all other conditions of this solicitation necessary for preventative maintenance and repairs to the listed equipment.
This procurement is a Total Small Business Set-Aside in accordance with FAR 52.219-6. The NAICS code for this requirement is 333415 – Air Conditioning and Warm Air Heating Equipment and Commercial and Industrial Refrigeration Equipment Manufacturing with a small business size standard of 1,250 employees.
1.1 Schedule Notes
The facility will ensure designated space is properly prepared for the proposed work including access to electricity, water, etc. The facility will designate a primary contact for the contractor to communicate. Alternate contacts may also be provided with the authority to act on behalf of the primary contact should he/she be unavailable. The facility has a loading dock. The loading dock is approximately 150 ft. from the location where the cooler will be installed. Pricing shall be inclusive of all services, supplies, and labor rendered to successfully complete the activities and deliverables in Section 2 of this solicitation.
1.2 Evaluations Factors for Award and Required Submittals
The resulting award will be made to the response that is determined to be the Best Value to the federal government in accordance with FAR Part 13 where the following factors will be considered:
In the case of a Vendor without a record of relevant past performance or for whom information on past performance is not available, the Vendor’s quotation will not be evaluated favorably or unfavorably on past performance.
Technical factors and past performance, when combined, are about equal when compared to price.
To be considered responsive, the quoter must submit the following:
1.2.1 Site Visit
A site visit will be held on Thursday, October 19, 2023 at 10:00 a.m. Eastern Time at 1725 Range Way, Florence, SC 29501. Site visit attendance is highly encouraged to ensure an understanding of the requirements, but is not mandatory to be considered for an award.
1.2.2 Questions

Questions may be submitted until October 23, 2023 at 12:00 p.m. CT. The Government is not required to answer questions submitted after the deadline.
