Notice of Intent to Sole Source Award

THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. U.S. Fish and Wildlife Service, Joint Administrative Operations, Alaska Region 7 USFWS, intends to award a firm fixed price sole source award under the authority of FAR 6.302-1 only one responsible source to:

The North American Industry Classification System (NAICS) code for this requirement is 541990, All Other Professional, Scientific and Technical Services $16.50. The object of this sole source award is to provide archeological services for the Kodiak Island National Wildlife Reserve in South Kiliuda Bay. US Fish and Wildlife intends to award one time award for this service in the amount of : $21,921.51.

The Alutiiq Museum completed the Archeological Survey and Historical Building Evaluations in Terror Bay called Helgason Guide Camp and submitted the Cultural Resource Investigations to the Service in 2019.

This was important for the Service to move forward with the demolition and removal of some of the structures and to ensure that any new cabin built would not impact the adjacent archeological site.
Once the report was completed it was submitted to the State Historical Preservation Office (SHPO). SHPO required some final items before the Service can move forward with destruction of some of the structures to include:

1. Conduct oral histories.
2. The original house (although dilapidated) needs to remain and an interpretive sign would need to be created and installed.
3. When the new Service-owned public use cabin (will be built where numerous structures will be removed) is constructed, interpretive signs would need to be created and installed on the inside of the cabin.

The Alutiiq Museum is uniquely qualified to conduct this work as they collected all the information and drafted the final report in 2019. The Alutiiq Museum & Archaeological Repository is located in Kodiak, Alaska and is the seventh museum in Alaska, and only the second tribal museum in the United States to hold a National Museum Accreditation. The information in the report will be used to create the interpretative panels which will be a mix of Alutiiq culture and bear guide history. The Alutiiq Museum also have a linguist that will be able to conduct the oral interviews and complete the transcription to best serve island-wide communities.

This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.
