INTRODUCTION: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting bids and subsequently awarding a single Firm-Fixed-Price contract for the Design-Build Building 51 Musculo-Skeletal Center Seismic Correction project at the Palo Alto VA Medical Center located at 3801 Miranda Ave, Palo Alto, CA 94304. PROJECT DESCRIPTION: This project is to provide comprehensive Design Build services to demolish Building 51 and provide minor site improvement design located at the Palo Alto campus. This work includes complete design and construction services to demolish existing Building 51 with associated utilities, site demolition and utility modifications necessary to refurbish the site, along with any site preparations required to replace existing landscape and existing building footprint with gravel or similar material, and design and construction for new curbs, sidewalks, and signage. The intent of this project is to select a qualified design build contractor to provide at a minimum: demolition of Building 51 and associated utilities, site investigations, field measurement verification, utility modifications necessary to refurbish the site, and site modifications. Site modifications include replace existing landscape and existing building footprint with gravel or similar material and the design and construction of new asphaltic curbs, sidewalks, and associated signage to improve pedestrian and vehicular access adjacent to the site. ADMINISTRATIVE: The solicitation will be issued as a Request For Proposal (RFP) conducted in accordance with FAR Parts 15, 19, and 36 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Proposals received from other than SDVOSB concerns will not be considered. The applicable NAICS code is 236220 with a size standard of $45.0 Million. The solicitation will be issued on or about July 2023. The period of performance is approximately 180 calendar days from the issuance of the Notice of Award. The Magnitude of Construction is expected to be between $1,000,000 and $5,000,000.
