This Solicitation is being conducted IAW FAR Part 13.5, Simplified Procedures for Certain Commercial
Products and Commercial Services. This acquisition will be competed as a total Small Business Set-Aside
(SB SA) to all qualified quoters and the Government intends to award of a Firm-Fixed-Price purchase
order. The applicable North American Industry Classification System (NAICS) Code is 336510, Railroad
Rolling Stock Manufacturing, with a small business size standard of 1,500 employees. This solicitation
document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular
(FAC) 2023-01.
The U.S. Department of Transportation, John A. Volpe National Transportation Systems Center (Volpe
Center), Cambridge, MA, has a requirement for quantity of twenty-two (22) 50-foot double-door damage
free (DF –Type) railway boxcars with wood floors and belt rail equipped, with a load capacity of no less
than 80-tons and a service life of 40-years or newer according to AAR when manufactured new. The
design shall be based on a gross rail load (GRL) of 263,000 pounds. All boxcars shall be delivered to
U.S. Naval Weapons Station (NWS) Earle, Colts Neck, New Jersey.
The Government intends to award a single Firm-Fixed-Price Purchase Order as a result of this solicitation,
however, reserves the right to make no awards depending on the quality of quotations. The Government
is NOT offering commercial contract financing terms IAW FAR Subpart 32.2 for this acquisition. An
award will be made to the responsible quoter whose quote, in conforming to this solicitation, represents
the best value, price and other factors considered. Quotations shall include both technical information and
pricing in accordance with FAR Clause 52.212-1, Instructions to Offerors – Commercial Products and
Commercial Services, and its addenda in this solicitation.
The following addenda to FAR 52.212-1 Instructions to Offerors - Commercial Products and
Commercial Services (Sep 2023) are provided in full text as follows:
Period for Acceptance of Quotes: The Quoter agrees to hold the prices in its quotation firm for 60 calendar
days from the date specified for receipt of quotations.
Submission of Quotes: The following instructions are in addition to those contained in FAR Provision
52.212-1. All responsible sources may submit a quotation(s), which shall be considered by the Agency.
In addition to proposed pricing, Quoters shall submit a written quotation which includes technical

Page 32 of 34 capability in sufficient detail to enable the Government to evaluate compliance with the requirements of
the solicitation and determine technical acceptability.
The Government is seeking boxcars similarly sized and configured to the boxcars identified in this
specification. The dimensions presented in this document, unless otherwise stated, are dimensions taken
from the existing boxcars for reference.

Technical:

At a minimum, the following is required to be submitted with the Quoter’s quote
1. The delivery date for CLIN 00100 is estimated no later than June 30, 2025, the Quoter shall
state methods of meeting the delivery schedule and or propose a shorter delivery time
2. Description of the boxcar including general arrangement diagram and a description
detailing the ability to conform to the requirements with the Government’s SOW
3. Description of the Quoter’s standard commercial warranty
4. Current AAR Certification to build boxcars. All manufacturing, inspection and tests shall
be conducted and documented by a shop which has AAR M-1003 certification, uses AAR
approved practices and procedures and is recognized by the railroad industry. If the shop
does not have AAR M-1003 certification, an alternate quality assurance certification shall
be deemed acceptable if the Contractor can prove equivalency and provide crossreference
to the AAR M-1003 requirements
Additional Information: To provide the best value to the Government, the Government is
accepting new and/or used railway boxcars for this effort. All railcars in this procurement
are specified to be manufactured with either new components or components dated up to ten
years old at the time of this solicitation date. The Government will also take into
consideration quotes offering options for cost saving solutions such as reutilized components.
Paint and finish shall be fresh and railcar decks shall be newly fabricated under any
circumstances.
Past Performance: Quoter shall provide a description of similar previous work performed. Examples of
at least two (2) relevant contracts the Quoter is performing or has completed should be identified.
“Relevant” is defined as those contracts where the Quoter previously manufactured boxcars with similar
characteristics, such as drive technology, overall horsepower, and/or size, of the requirements in this
SOW. The following should be submitted for each identified relevant contract: name, address, and point
of contact information, inclusive of a phone number and email address, of customer, contract number (if
applicable), delivery date, and description of the product.
Price: Quoters shall submit a quote for CLIN 00100 by incorporating its unit price, total amount and the
overall total amount for this effort, as identified on the attached SF 1449. Quoters are required to
provide a price for CLIN 00100.
Inquiries: Any questions, clarification requests, or other inquiries pertaining to this solicitation MUST
be submitted no later than 12:00pm Standard Eastern Time on, Friday, September 22, 2023. Any

Page 33 of 34 questions received after this time and date will be answered only if determined by the CO to be in the
best interest of the Government. All inquiries shall be submitted by email to

Number 6913G623Q300067 in the subject line. Inquiries pertaining to a specific area of the quote
should clearly identify the page/section/paragraph the inquiry applies to.
Quotation Delivery: A quotation shall be submitted to the Contracting Officer’s attention no later than
the date and time listed in block 8 on page 1 of the SF 1449, via email to rachelle.faiteau@dot.gov and
elizabeth.mcdannell@dot.gov should include the Request for Quote Number 6913G623Q300067 in the
subject line.
