This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services,” as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued.

This solicitation is a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-05 dated 09/07/2023.

The associated North American Industrial Classification System (NAICS) code for this procurement is 811310 with a small business size standard of $12.5 million.

The contractor shall provide all personnel, equipment, tools, materials, supervision, toner and quality control necessary as described in Attachment 1, Performance Work Statement (PWS) to perform Publications Shop Equipment Maintenance Services. Contract line item numbers (CLINS) and quantities are as follows:

CLIN 0001: Publications Shop Maintenance Equipment Services - Base Period, Quantity/Unit of Issue: 1 Job

CLIN 1001: Publications Shop Maintenance Equipment Services – Option Period 1, Quantity/Unit of Issue: 1 Job

CLIN 2001: Publications Shop Maintenance Equipment Services – Option Period 2, Quantity/Unit of Issue: 1 Job

CLIN 3001: Publications Shop Maintenance Equipment Services – Option Period 3, Quantity/Unit of Issue: 1 Job

Publications Shop Equipment Maintenance Services shall be FFP.

The period of performance shall be one (1) Base Period and three (3) 12-month option periods.

Award will be made to the offeror whose quotation meets all requirements of the PWS and solicitation and offers the lowest total price to the Government.

See Attachment 2 for FAR and DFARS provisions and clauses which are hereby incorporated into this solicitation. The clauses will be incorporated into the resultant purchase order.

Offerors must complete annual representations and certifications online in the System for Award Management in accordance with FAR 52.212-3, “Offeror Representations and Certifications–Commercial Products and Commercial Services.” If paragraph (b)(2) of the provision is applicable, a written submission is required.

Quotes are due by no later than 10:00 a.m. central (local) on 21 Sep 2023. Quotes shall be submitted via email to Kelsey Letcher, kelsey.l.letcher.civ@army.mil. The contractor is responsible for ensuring quotes are submitted by the due date and time indicated. Late submissions will be treated in accordance with the solicitation provision at FAR 52.212-1(f).
