NOTICE OF INTENT TO SOLE SOURCE

Mission and Installation Contracting Command, Fort Gordon, GA intends to negotiate/award a sole-source contract with Ron Smith and Associates (RS&A) for the following items: proficiency tests in support of forensic laboratory quality assurance measures and annual ISO/IEC 17025 accreditation requirements for performance monitoring of personnel. The NAICS code is 541990.

Must provide the following proficiency tests for forensic examiners required to test to ISO/IEC standards their technical proficiency in their fields of expertise as outlined in the attached Salient Characteristics (Attachment 1):

• Latent Print comparison tests
• Footwear comparison tests
• Tire Track comparison tests
• Tenprint comparison tests
• Latent Print Processing tests

The vendor will provide the above tests with “Inclusion”, “Exclusion” and “Inconclusive” as viable answers for the test.

The authority for this non-competitive award is 10 USC 2304(c)(1), Only one responsible Source. The Government intends to procure this sole source requirement under Simplified Acquisition Procedures in FAR part 13 and Commercial procedures in FAR part 12. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and a solicitation will not be issued. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. If no affirmative written responses are received by 10:00 AM on September 29, 2023, an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the government not to compete this proposed requirement is solely within the discretion of the government.
