i. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

ii. Solicitation FA491323Q0055 is issued as a Request for Quotes (RFQ).

iii. This solicitation document incorporates provisions and clauses of those in effect through Federal Acquisition Circular 2023-05, effective 09/07/2023.

iv. The associated NAICS is 334519 – Other Measuring and Controlling Device Manufacturing.

v. AFCENT Theater Support Group (TSG) intends to award a single firm-fixed priced contract for the following brand name items:

vii. Place of Delivery/Performance: Delivery will be made to Dover AFB for packaging.

viii. The provision at 52.212-1, Instructions to Offerors—Commercial Products and Commercial Services, applies. All quotes must be submitted in English.

ix. The Government intends to award a contract with the offeror whose quote is the lowest priced technically acceptable. Technical acceptability is defined and referred to within this solicitation document as the offeror’s capability statement to meet the brand name of the required product. The provision at 52.212-2, Evaluation-Commercial Products and Commercial Services, does not apply.

The Government intends to evaluate quotes and award without discussion, but reserves the right to conduct discussions. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. The right to make multiple or no award is reserved in the event it is advantageous to the Government to do so. This is an acquisition under FAR Part 13. Orders placed under FAR Part 13 are not source selections and are not subject to FAR 15.3 procedures, regardless of any language that may be used in this solicitation.

x. Offerors are advised to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, with its offer.

xi. The clause at 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services, applies to this acquisition.
