This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

The Government intends to solicit and contract with only one source, MDA Systems via the Canadian Commercial Corporation (CCC) in accordance with DFARS 225.870. In accordance with FAR 6.302-1, MDA is the only vendor in continuing the Department of Defense’s specialized capabilities without substantial duplication of costs caused by a break in service due to the use of MDA’s proprietary software.

This solicitation is issued as a request for proposal (RFP). The Offeror shall use solicitation number HM047623R0039 to reference within the submitted proposal. The associated NAICS is 541511 (Customer Computer Programming Services) with a size standard of $34M.

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-04. A full list of provisions and clauses can be found in the attached solicitation.

FAR 52.212-1, Instructions to Offerors - Commercial Products and Commercial Services (MAR 2023), applies to this acquisition.

This combined synopsis/solicitation is for the acquisition of the following commercial services and items as outlined in the CLIN Structure below:

MDA shall use the following estimated hours to price each Labor Hour CLIN X001.

Base Period - 7,430 Hours

Option Year 1 - 12,229 Hours

Option Year 2 - 12,229 Hours

Option Year 3 - 12,229 Hours

Option Year 4 - 12,229 Hours

MDA shall provide a quote for 76 ACE Licenses for x002 CLINs.

Performance shall be conducted at the MDA’s facility at 13800 Commerce Parkway, Richmond, British Columbia, Canada V6V 2J3.

This notice is not a request for competitive quotes. Determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
