This notice announces the intent by the U.S. Army Medical Acquisition Activity (USAMRAA), 820 Chandler St, Fort Detrick, Maryland, 21702, to award a sole source Firm-Fixed-Price (FFP) award to Unicom under the statutory authority 13.501(a). This contract is to integrate Microsoft (MS) Teams in conference rooms, for the Armed Forces Medical Examiner Systems (AFMES).
The AFMES is requiring Unicom to integrate Microsoft (MS) Teams in conference rooms with Trade Agreements Act (TAA) compliant Universal Serial Bus (USB) Scaling Bridge with the existing Video Teleconference (VTC) system. A 1x2 High-Definition Multimedia Interface (HDMI) distribution amplifier (DA) will be used to split the camera signal between the existing codec and the new USB Scaling Bridge. UGI will provide a USB extender and install the Host transmitter under the conference room table, providing a method to bring the rooms’ AV system signals to the government-furnished MS Teams Personal Computer (PC). UGI will provide one 16-foot USB A/B cable to connect the government-furnished PC to the USB extender.
UNICOM is the vendor which installed the conference room AV systems to which the Microsoft Teams functionality will be integrated. Unicom has all the configurations and are required to complete the integration. If another vendor was chosen the government could potentially incur additional costs and delays as the new company recodes the systems. Having another vendor install and reconfigure the new functionality will void the current maintenance agreement that is in place. In addition, there is an active maintenance contract with UNICOM for the AV systems which will have the team’s functionality integrated.
The North American Industry Classification System (NAICS) for this requirement is 511210 and the size standard is 1,000.
This announcement fulfills the synopsis requirements under FAR 5.102(a)(6) and 5.203(a). USAMRAA intends to award a contract no sooner than 15 days after publishing this synopsis. This Special Request for Information is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the expiration date listed in this notice, which reflects at least fifteen (15) days after the publication of this notice, the award will be issued as sole source.
