this sources sought is not expected to be a Request for Quotations, Request for Proposals or Invitation for Bids, nor does it restrict the Government to an ultimate acquisition approach,
but rather the Government is requesting a short statement regarding the companys ability to provide the services outlined in the draft SOW below. Any commercial brochures or currently
existing marketing material may also be submitted with the capabilities statement. Submission of capabilities statement will assist our office in tailoring the requirement to be
consistent with industry standards. The capabilities will be evaluated solely for the purpose of determining to Set-Aside for the Small Business (SB) Community or to conduct as an
Unrestricted Procurement. Other than small businesses may respond to this notice in the event the market does not indicate SB interest. This synopsis is for information and planning
purposes only and is not to be construed as a commitment by the Government. The Government will not pay for information solicited. Respondents will not be notified of the results of the
evaluation. Note: Do not include Proprietary, classified, confidential, or sensitive information in responses. Not responding to this Sources Sought does not preclude participation in any
future or potential solicitation, or Request for Quotation. It is the intent of the VA Eastern Colorado Health Care System to use the information gathered for market research purposes
only. If a formal solicitation is released, it will be posted via the System for Award Management (http://www.SAM.gov). WHAT WE ARE LOOKING FOR IN THIS REQUIREMENT Title of Project:
Muslim Imam requirement located at VA Eastern Colorado Health Care System (ECHCS) Rocky Mountain Regional VA Medical Center (RMR VAMC), located at 1700 N. Wheeling Street, Aurora, CO
80045. The Muslim Imam also may be called to serve, upon request, at the National Cemeteries, community event locations and via telehealth (audio or video) as assigned by the Chief of
Chaplain Service. Scope of Work: The contractors shall provide Islamic-specific religious, spiritual, moral, and ethical prayer, counsel, training, and ritual individually or in group
settings while ministering to Muslim Veterans and their families. Background: Many Veterans seek spiritual counseling while they are hospitalized or using outpatient services. The First
Amendment of the U.S. Constitution guarantees freedom of religion. In government facilities, specifically, patients have the right to practice their religion, receive spiritual/pastoral
care, and not have religion imposed on them during their use of government facilities. Therefore, the Imam may lead Islamic worship services and prayer, and provide spiritual counseling
and support for Muslim Veterans and their families. The Imam offers Islamic-specific religious resources to meet such expressed needs in accordance with Chaplain Service policy.
REQUIREMENT: Contractors shall be a Muslim Imam who will coordinate weekly Friday Jumu ah Prayer for Muslim Veterans and their families (via in-person, audio or video) and serve on a
fill-in basis for the RMR VAMC. Contractors may also be asked to perform as the principal or educational speaker at one RMR VAMC Chaplain Service-sponsored events, such as a seminar,
workshop, or lecture to bolster awareness regarding Islam or current Islamic thought. Contractors shall provide Call-Back Islamic Services for Muslim Veterans needing Muslim-specific
religious rituals or training after regular duty hours or when the VA Chaplain is unavailable or cannot offer Islamic-specific rites or practices. Contractors receives notification from
the Chaplain Service Chief, Chaplain On-Call, RMR VAMC switchboard, or Nursing Unit and responds appropriately when assigned. Contractors shall arrive at the hospital room within one hour
unless another time is arranged and acceptable to the requestor. After a call-back, the Contractor shall notify the Chief, Chaplain Service of the date, start and stop performance times
and a brief reason for the visit. Notification may be via a telephone call, secure email message, a handwritten note delivered in person or to a designated secure VA Chaplain Service
location. Contractors shall inquire and confirm that the requesting patient or family member is of the Muslim faith before providing services. If not Muslim, Contractors shall refer the
patient or family member to an appropriate VA Chaplain or the Chief of the Chaplain Service to ensure care is provided in accordance with the requestor s faith tradition. Contractors
shall provide documentation, of the Chaplain services provided, to Service Chief or the Chief s designee to be entered into the patient record. Contractors shall contact the On-Call
Chaplain or Service Chief if they are unavailable during a time they are alerted that they may be called for Muslim patient needs or to provide Muslim Worship opportunities. Contractors
will be required to meet all qualifications required in VHA Directive 1111 (2). Specifically, they will be appropriately Credentialed by their faith group to perform the services
requested. The Chief of Chaplain Services will verify the qualifications presented. The contract will likely be issued on a firm-fixed price (FFP) basis and will likely be issued with a
base and up to four years of option periods of performance, not to exceed a total of five (5) years.
