The U.S. Army Contracting Command – Aberdeen Proving Ground intends to negotiate on a sole-source basis with Upland Software, Inc., 401 Congress Avenue, Suite 1850, Austin, TX 78701-3788, a large business. The proposed contract is to provide annual maintenance of PowerSteering software Army-wide license licenses, Level 1 helpdesk support to resolve issues and implement required changes to the Army PowerSteering application, remote hosting support for operation of the Army PowerSteering application, and Single-Sign-On (SSO) authentication support. The commercial off-the-shelf project tracking and reporting tool focuses on Lean Six Sigma to facilitate the Armys Business Transformation Program. The firm fixed price contract will have an estimated price of $668K, with a period of performance consisting of one base year and two option years.
A Justification and Approval document was approved for this action under the authority of FAR 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements. As described in FAR 6.302-1(a)(2), when supplies or services required by the agency are available only from one responsible source, or for DoD, NASA and the Coast Guard, from only one or a limited number of responsible sources, and no other types of supplies or services will satisfy agency requirements, full and open competition need not be provided for. As further described in FAR 6.302-1(a)(2)(iii)(B), for DoD, NASA, and the Coast Guard, services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition, or unacceptable delays in fulfilling the agency’s requirements.
This notice of intent is not a request for proposals or quotations. Interested parties may submit a capability statement to the contracting office no later than 28 August 2023 (4:00 PM, EST). Capability statements may be sent to Shelby Saum at Shelby.a.saum.civ@army.mil. No telephone responses will be accepted. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
