This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subparts 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. This requirement is a total small business set-aside. This solicitation FA449723RAUTO is being issued as a Request for Proposal. The Government intends to award a Firm-Fixed Price Contract. The solicitation document, incorporated provisions, and clauses are those in effect through the Federal Acquisition Circular 2023-01 and DFARS Publication Notice 20221216. The North American Industry Classification System Code (NAICS) is 238290 and the size standard is $22 million.

The contractor shall perform the following services:

Repair and maintain 136 automatic doors on Dover AFB, DE in a manner that will ensure their serviceability and operation. All maintenance and repairs to include service calls shall be performed in accordance with (IAW) the Performance Work Statement and industry standards. Additionally, the contractor must be able to provide emergency repair services within two (2) hours of notification.

The Government intends to award one (1) contract for a base period with four option years. The performance period is as follows:

Base Year: 1 October 2023 – 30 September 2024
Option Year 1: 1 October 2024 – 30 September 2025
Option Year 2: 1 October 2025 – 30 September 2026
Option Year 3: 1 October 2026 – 30 September 2027
Option Year 4: 1 October 2027 – 30 September 2028
6-Month Extension: 1 October 2028 – 1 April 2029

Site Visit Information: A site visit will take place on 14 August 2023 at 10:00 AM EST. We will meet in the parking lot of Bldg. 442 (Post Office) on Dover AFB, DE. If you would like to attend, please submit your full name, and contact information via e-mail to Government Points of Contact listed below no later than 10 August 2023 at 2:00 P.M. EST.

Interested contractors without base access will meet at the commercial gate off exit 91, 30 minutes prior to the start of the site visit. A valid driver’s license and proof of insurance are required.

Questions & Answers: Questions must be submitted to the Contracting Office by 18 August 2023 no later than 12:00 PM EST. The government may not accommodate any questions after this date and time.

Proposals: Contractors are encouraged to offer their most advantageous/best proposal. The contractor shall submit their proposal by 31 August 2023, no later than 12:00 PM EST to the contracting office by e-mail to all points of contact listed below in order to be considered. Proposals must be valid through 1 October 2023.
