This pre-solicitation notice serves as a synopsis and is posted in accordance with FAR subpart 5.2, Synopses of Proposed Contract Actions. This is not a solicitation. Vendors shall not submit a quote until, and/or if, the solicitation is posted to the Governmentwide Point-of-Entry via www.SAM.gov. This announcement shall NOT be construed as a commitment by Brookhaven Science Associates LLC (BSA) to award a Subcontract. Brookhaven National Laboratory (BNL) reserves the right to use any and all information submitted by, or obtained from, an interested party in any manner BNL determines is appropriate, including, but not limited to, the creation of a solicitation.

Background:

BNL is a Department of Energy (DOE) National Laboratory multidisciplinary research facility, located on Long Island, New York.

BNL intends to compete the requirement for the Electron Beam Lithography (EBL), to be utilized within the United States. This requirement will provide for full and open competition.

BNL expects to make one (1) award.

The applicable North American Industry Classification System (NAICS) code is 334413, Semiconductor and Related Device Manufacturing (Size Standard, 1,250 employees), and the applicable PSC is 3670, Specialized Semiconductor, Microcircuit, and Printed Circuit Board Manufacturing Machinery. Interested parties must be registered under the NAICS code in the System for Award Management (SAM) prior to submitting their quotes.

BNL intends to issue solicitation RFP-419165 in support of this requirement. The anticipated award contract type is a Firm Fixed Price contract. BNL anticipates award date to be on or around December 2023.

Delivery Date:

BNL requires delivery and site acceptance no later than 60 weeks after receipt of order.
