In accordance with Section 3.2.2.4 of the Federal Aviation Administration (FAA) Acquisition Management System (AMS), the purpose of this announcement is to inform industry of the basis for the FAA’s decision to contract on a single source basis to Joaquin Manufacturing Corp.

The FAA has a requirement for a dedicated High Intensity Approach Lighting System with Sequenced Flashing Lights (ALSF-2) Shelter as part of the Visual Guidance Lighting Systems (VGLS) Test Facility. This procurement will provide the FAA the critical ability to conduct an Operational Capability Demonstration (OCD) on the Commercial-off-the-Shelf (COTS) Light Emitting Diode (LED) lamps for use in the ALSF-2 system. It also will provide the FAA the capability to perform new ALSF-2 Operational Test, Maintainability Demonstration, Reliability Demonstration, and additional training Facility for Airway Transportation System Specialist (ATSS) personnel.

Joaquin Manufacturing Corp has been manufacturing steel ALSF-2 shelters for the FAA since 1978. Joaquin Manufacturing Corp has manufactured seventy (70) ALSF-2 systems for the FAA that are currently installed in the National Airspace System (NAS). Joaquin Manufacturing Corp is the only vendor capable of meeting the FAA’s standardization requirement and meet the required delivery schedule.
