This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation No. 6913G623Q300070 is issued as a Request for Quotation (RFQ).

This solicitation is being conducted under FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures. This solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 2023-04, effective 06/02/2023. The NAICS Code is 238110. The small business size standard is $19M.

The John A. Volpe National Transportation System Center (Volpe) operates the Aviation Weather Test Facility located at Building #2410 at Joint Base Cape Cod in Barnstable, MA. Testing of a new Runway Visual Range (RVR) instrument, the Vaisala FD70 forward scatter meter, is scheduled to start in the fall of 2023. In preparation for this, reinforced concrete foundations and associated infrastructure must be installed.

Award will be made to the vendor whose quote is deemed the lowest price technically acceptable (LPTA).

Questions shall be submitted by 12:00 noon Eastern Standard Time on August 21, 2023.

Quotes shall be submitted by 3:00 PM Eastern Standard Time on August 25, 2023.
