GOVERNMENT OWNED THREE DIMENSIONAL (3D) PULSED, TIME-RESOLVED (PTR) LASER LINE SCAN (LLS) SENSORED DESIGNED AND FABRICATED BY RAYTHEON INTEGRATED DEFENSE SYSTEMS FOR THE MARITIME DATA COLLECTION PROGRAM (MDCP)

The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to issue a five-year Indefinite Delivery Indefinite Quantity (IDIQ) contract, on a sole source basis, to Raytheon, 50 Apple Hill Road, Tewksbury, MA 01876-1140. This is for the three dimensional (3d) pulsed, time-resolved (PTR) laser line scan (LLS) censored designed and fabricated by Raytheon integrated defense systems for the Maritime Data Collection Program (MDCP). These items are compatible with the current systems already in use. These items will be delivered to the Naval Support Activity – Panama City, Receiving Officer, Building 100, 110 Vernon Avenue, Panama City, FL 32407-7018.

The software source code and complete drawing package are proprietary to Raytheon as they are the Original Equipment Manufacturer (OEM) for the MDCP. Pursuant to 10 U.S.C 2304(c)(1), there is only one responsible source capable of fulfilling the Navy’s requirements for the specified effort.

This is a follow-on contract to N61331-14-D-0029 for the acquisition of the items listed above as well as the engineering support for the highly specialized equipment, including major components thereof. Use of any other vendor would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. The Government intends to solicit and negotiate for the award with only one source, Raytheon Company, under the authority of FAR 6.302.
