The Government intends to procure products using Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR Part 15, Contracting by Negotiation, as applicable. This announcement constitutes the only solicitation; proposals are being requested.

Solicitation Number: SPE601-23-R-0314 for delivery of bulk Gaseous Hydrogen (GH2) (NSN: 6830-01-653-4745), that conforms to Grade B, Type 1, specification BB-H-886F dated 23 August 2021; Propellant Hydrogen that conforms to the requirements of Type 1, MIL-PRF-27201 F, dated Aug 26, 2022 as well as Gaseous Hydrogen, GAS, TECHNICAL, 99.999% BULK, CGA G-5.3 as specified on the Delivery Order, is being issued as a Request for Proposal (RFP).

The associated North American Industrial Classification System (NAICS) code for this procurement is 325123. This solicitation is unrestricted, Full and Open Competition for requirement delivery of bulk Gaseous Hydrogen (GH2) (NSN: 6830-01-653-4745), that conforms to Grade B, Type 1, specification BB-H-886F dated 23 August 2021; Propellant Hydrogen that conforms to the requirements of Type 1, MIL-PRF-27201 F, dated Aug 26, 2022 as well as Gaseous Hydrogen, GAS, TECHNICAL, 99.999% BULK, CGA G-5.3 as specified on the Delivery Order, offerors shall use the most current version of Specifications or Commercial Item Description publications.

This requirement also includes ancillary services such as Evacuate and Purge CYL/Drums/Containers, Expedited/Emergency Delivery, Detention Fee, Tank Usage Fee, Installation of Equipment, Removal of Equipment, Equipment Usage Fee, and Miscellaneous Services. The Contractor shall provide all product, materials, supplies, management, tools, equipment, transportation, and labor necessary for FOB Destination.

The Government plans to award one Firm Fixed Price Requirements-Type contract for requirement delivery of bulk Gaseous Hydrogen (GH2) (NSN: 6830-01-653-4745), that conforms to Grade B, Type 1, specification BB-H-886F dated 23 August 2021; Propellant Hydrogen that conforms to the requirements of Type 1, MIL-PRF-27201 F, dated Aug 26, 2022 as well as Gaseous Hydrogen, GAS, TECHNICAL, 99.999% BULK, CGA G-5.3 as specified on the Delivery Order product on an FOB Destination basis into Government Provided tanks.

Period of Performance is 01 April 2024 through 31 March 2029.
