The U.S. Army Corps of Engineers - St. Paul District requires repairs to the crib structure supporting the guidewalls on Lock & Dam No. 3 (Welch, MN) and Lock & Dam No. 7 (La Crescent, MN). The guidewalls are founded on timber piles and a rock filled crib. Over the past 80 - 90 years, voids have been created due to rock washout and settlement. Work includes, but is not limited to, obtaining performance and payment bonds, installing formwork, installing a floating silt curtain, and placing low-density cellular concrete to fill the voids.
The solicitation will be for work at two separate sites (Lock & Dam No. 3 and Lock & Dam No. 7) with the expectation of multiple awards. If a given offeror is selected for both sites, those sites will be included in a single contract award. Offerors may submit a bid with the pricing for both sites, with an "award restriction" limiting the number of sites for which it can be considered for a contract award to one.
The North American Industry Classification System (NAICS) code for this project is 237990; Other Heavy and Civil Engineering with a size standard of $45,000,000.
The estimated magnitude of construction is between $1,000,000 and $5,000,000 for each lock and dam site.
The contract will require 100% Pertormance and Payment bonds. Bid bonds will be required.
This procurement is set-aside 100% for Small Business.
