PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a sole source, firm-fixed-price contract with Thermo Electron North America LLC, a part of Thermo Fisher Scientific, to purchase repair services for Thermo Fisher Scientific’s ARL QUANT’X.

The FBI, Laboratory Division (LD), Chemistry Unit (CU), has a requirement to repair services for Thermo Fisher Scientific’s ARL QUANT’X.

Thermo Fisher Scientific is the sole manufacturer of the ARL QUANT’X machine, and associated software. In addition, Thermo Fisher Scientific is the sole manufacturer of validated system consumables including sample cartridges, primary cartridges, utility cartridges, and other items. Thermo Fisher Scientific’s factory trained service engineers and authorized partners are the only personnel certified to perform preventative maintenance and service work on the ARL QUANT’X. Justification available upon request.

This notice will be distributed solely through the General Services Administrations System for Awards Management website (www.SAM.gov). Interested parties are responsible for monitoring the site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 334516, Analytical Laboratory Instrument Manufacturing and Product Service Code, 6640, Laboratory Equipment and Supplies.

The FBI intends to negotiate with only one source under the authority of FAR 6.302-1. This notice of intent is not a request for competitive quotations; however, per FAR 5.207(16)(ii) all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.

This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and/or capabilities statement to this requirement by contacting Contracting Officer, Adelle Bolton by email at albolton@fbi.gov no later than 12:00 PM EST on 08/16/2023. Responses sent utilizing other means will not be considered. Information received will be used solely to determine whether to conduct a competitive procurement. A determination by the government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government.

Vendors shall be registered in the System for Awards Management (SAM.gov) to receive government contracts. The FBI uses a financial system that has a direct interface with SAM. Please ensure that your companys SAM information is updated and accurate. This includes TIN, EFT, UEI, addresses, and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment.
