SATELLITE HOTSPOT AND BIOMETRIC MONITORING DEVICE/PACKAGES

This Sources Sought Notice seeks potential sources for information and planning purposes only. The Government seeks sources who have the capability to provide two separate products that meet each of the respective salient characteristic lists described below. Responses received will be used for informational purposes only. This notice does not constitute a Request for Quotations and is not to be construed as a commitment by the Government to issue a purchase order or otherwise pay for the information solicited. Any costs incurred by the respondent associated with providing information in response to this announcement shall be borne solely by the respondent and shall not be payable by the Government. The Government does not intend to award a purchase order on the basis of this notice.

Satellite Hotspot Salient Characteristics:

a. Transmitter to pair with Iridium satellite network for GPS tracking, biometric data backhaul, SOS beacon capability.

b. Capable of precisely tracking personnel location in real time (accurate to 2.5 meters).

c. Back-end software must allow tracking up to 24 individual transmitters and must support download of biometric data.

d. Capable of backhauling data in as low as five second bursts to facilitate biometric data monitoring.

e. Solution must be capable of providing an over-the-horizon, user-actuated SOS beacon and have the capability to set real-time biometric tolerances to alert monitors when parameters have been exceeded.

f. Capable of withstanding rugged environments. Tolerant of Air Force (AF) Survival Evasion Resistance and Escape (SERE) specialist candidate field activities (ie. shock, vibration, dust, and water resistance).

g. Capable of pairing with a Biometric Device meeting the salient characteristics below.

Biometric Device Salient Characteristics:

a. Monitor and measure heart rate, breathing rate, body/core temperature, body posture.

b. Capable of sending biometric data remotely to a monitoring station.

c. Receiving-end software must be capable of simultaneously monitoring 42 separate devices and must employ algorithms to support accurate data collection, analysis, and reporting.

d. Hardware must be wearable without interfering with personnel’s ability to move or adding tight fitting layers to their clothing in hot weather and tolerant of Air Force (AF) Survival Evasion Resistance and Escape (SERE) specialist candidate field activities (ie. shock, vibration, dust, and water resistance).

e. Hardware must be capable of pairing with an Iridium hotspot that meets the salient characteristics described above.

Response Submission:

If your company offers two products that meet each of the respective salient characteristic lists described, please email a product data sheet or capability sheet including a statement that the product can meet each specific salient characteristic above to the following points of contact (POCs). Please include your company information as well, including Company Name, CAGE code, Unique Entity Identification (UEI), and POC name, phone number, and email.

Additionally, any questions regarding this notice shall only be directed to the POCs identified below and include all POCs in any/all communication.
