This request for information is being posted to System for Award Management (SAM) page located at www.SAM.gov. SAM is the single point of entry for posting of synopsis and solicitations to the internet. Please feel free to use the SAM site to access information posted by NSWC Crane.

The Government is issuing this sources sought announcement as part of market research in accordance with FAR 15.201(e). Naval Surface Warfare Center, Crane Division, Crane, IN is conducting market research to locate qualified, experienced, responsible and interested manufacturers of 5.56mm Special Ball, Long Range ammunition. Specification DTL-JXNN-F17-0017 REV D and the Statement of Work are both attached to this Sources Sought for reference. Contractors must be properly registered in the Joint Certification Program (JCP) in order to receive the controlled attachments. Information about the JCP is located at http://www.dlis.dla.mil.

The Government is contemplating a 100% small business set-aside acquisition for this action so it is imperative to provide a response by the closing date with the information requested below. The NAICS for this buy is 332992, Small Arms Ammunition Manufacturing, with a size standard of 1,250 employees. At the current time, THERE IS NOT FUNDING AVAILABLE for contractual efforts.

This sources sought announcement is part of a continuous process for obtaining the latest information on the commercial status of the industry with respect to current and near-term abilities. Response to this sources sought announcement is strictly voluntary and will not affect any potential offeror’s ability to submit an offer is a solicitation is released.

Any interested party should reply by elaborating on its capabilities to produce the required 5.56mm Special Ball, Long Range ammunition to fulfill the Government’s delivery requirements of up to 1,000,000 rounds per month commencing 120 days from order. The reply should elaborate in detail with capabilities and capacity. If the stated Government production or delivery requirements cannot be met, the submission shall explain in detail the contributing factors, including but not limited to supply chain impacts, pre-existing business commitments for production for other orders for same or similar product, or any business or production capacity-related issues related to COVID-19. The submission shall also detail any major component of the round of ammunition that will be subcontracted with the source of supply of the component and the size of that business.

Responses shall be:

   3. e-mail address of a point of contact having the authority and knowledge to clarify responses with Government representatives,

   8. Business size category (large, small, small disadvantaged, etc.)
2. In electronic format (Adobe PDF format is preferred; Microsoft Word & Excel document submissions are acceptable provided an Adobe PDF version of any Microsoft Word of Excel is provided as well)
3. No more than five pages in length;
4. Written in 11 or 12-point, Times New Roman with normal (condensed) spacing
5. Margins of 1” or greater on all sides
6. NOT submitted using marketing materials;
7. Submitted to email as indicated below.

All information received that includes proprietary markings will be handled in accordance with applicable statutes and regulations. Responses to this notice will not be returned. An acknowledgement of receipt will be provided for all responses received. If you do not receive an acknowledgement within two working days, please notify the points of contact listed in this notice.

This notice is not a Request for Proposals. Reponses to this notice are not offers and cannot be accepted by the Government to form a binding contract. This notice is issued solely for information and planning purposes and does not constitute a solicitation or obligation on the part of the Government. Neither unsolicited proposals nor any other kind of offers will be considered in response to this notice. Respondents are wholly responsible for any costs or expenses associated with submitting a response. No reimbursement will be made for any costs associated with providing information in response to this notice or any further requests for information relating to a response. Respondents will not be notified of the results of this notice. The information obtained from submitted responses may be used in the development of an acquisition strategy.

Responses received after 25 August 2023 may or may not be considered in the Government’s market research.
