The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk Contracting Department, Norfolk, VA 23511-3392, intends to award a single, Firm-Fixed-Price (FFP) contract with a Small Business Set-Aside action for Human Performance Initiative services in support of Helicopter Sea Combat Wing Atlantic (HSCWL) to accomplish specific requirements described herein and in the resultant solicitations/contracts. The policies and procedures of FAR Part 12 - Acquisition of Commercial Items, FAR Subpart 13.5 - Simplified Procedures for Certain Commercial Items, and FAR Subpart 19.502-2 Total Small Business Set-Asides will be utilized.

As a result of information obtained from responses received while conducting market research, this requirement will be solicited as a Small Business Set-Aside action. The NAICS code applicable to this procurement is 611699 with a size standard of $6.5 Million and Product Service Code of U099.

This requirement is to provide Human Performance Initiative training services for Commander, Naval Air Force Atlantic (CNAL), Helicopter Sea Combat Wing Atlantic (HSCWL) personnel to develop a Human Performance Initiative training program aimed at enhancing Naval Aircrew strength and physical conditioning in order to decrease neck and back pain by providing Human Performance Specialists, training workshops, individualized assessments and education, with statistical reporting for leadership awareness of overall team health. The requirement must include research supported development tools for use in the prevention of neck and back pain targeted to meet the unique operational mission requirements of the tactical helicopter aircrew community, through research supported training, recovery assistance, and education.

All responsible sources may submit a quote that shall be considered by the Government. By submitting a quote, the quoter will be self-certifying that neither the principal corporate officials nor owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the quote.
