INTRODUCTION: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting bids and subsequently awarding a single Firm-Fixed-Price contract for the Design-Bid-Build EHRM Infrastructure Upgrades Data Center Construction project at the Oklahoma City VA Medical Center located at 921 NE 13th St. Oklahoma City, OK 73104. PROJECT DESCRIPTION: Contractor shall completely prepare site for building operations, including demolition and removal of existing structures, and provide all labor, materials, equipment, qualified supervision, and other items designated in this contract in accordance with the specifications and drawings to complete Project No. 635-414 Parking Garage 2 at the Oklahoma City VA Medical Center. This project will construct a new parking garage along the northeast edge of the Oklahoma City VA Medical Center campus and reconfigure the main entrance and adjacent parking areas. Work includes demolition of existing solar array and foundations for that system. Phasing will be required to reconfigure the parking area to the northwest side of the campus prior to the removal of the existing solar array. Some underground utilities will have to be relocated/re-routed which will require coordinate with local utility providers. Work will include site related work for regrading and installation of new site utility infrastructure. Garage will be constructed of pre-cast systems with some cast in place and structural steel. ADMINISTRATIVE: The solicitation will be issued as an Invitation for Bid (IFB) conducted in accordance with FAR Part 14 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. Offers received from other than SDVOSB concerns will not be considered. The applicable North American Industry Classification System (NAICS) code is 236220 with a size standard of $45.0 million. The solicitation is expected to be issued in July of 2023. The period of performance is approximately 545 calendar days from the issuance of the Notice to Proceed. In accordance with VAAR 836.204, the magnitude of construction is between $10,000,000 and $20,000,000. This notice is not a request for competitive offers.
