PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.

The Federal Bureau of Investigation (FBI) intends to award a sole-source, one-time, firm-fixed-price contract to METTLER-TOLEDO AutoChem, Inc., 6708 Alexander Bell Drive, Suite 100, Columbia, Maryland, 21046, for one (1) EasyMax 402 and one (1) OptiMax Chemical Synthesis Reactor Systems. This acquisition includes on-site installation and instrument testing services by a METTLER-TOLEDO Service Engineer.

The statutory authority permitting other than full and open competition is Title 41 U.S.C. 3304(a)(1) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice will be distributed solely through the General Services Administrations Federal Business Opportunities (FBO) Website, (SAM.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The proposed contract action is for laboratory equipment, accessories, supplies, and services for which the Government intends to solicit and negotiate with only one source.

All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency no later than 9:00 AM (EST) on 6 June 2023. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with providing capability information will be provided.
