The Commander Fleet Readiness Centers (COMFRC) Procurement Group, Patuxent River, MD 20670 hereby gives notice of their intent to award a purchase order to Lynx Software Technologies, Inc., 855 Embedded Way San Jose CA 95138-1030 (Cage Code: 0REN3) on a sole source basis in accordance with the Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)(i), only one source reasonably available and no other supplies or services will satisfy agency requirements.

The Fleet Readiness Center Southwest (FRCSW) Fleet Support Team (FST) has a requirement for the MH60RS software support stand-up Mission Software Fleet Support Team (MSFST). This requirement has been tasked to procure and maintain software. The software is currently being used by the Original Equipment Manufacturer (OEM), Lockheed Martin. LynxOS 7 Real-Time Operating System (ROTS) and SpyKer 5.1.0 are currently being used for the newer releases of the MH60RS software. Both systems need annual software support renewals. The developer of the LynxOS 7 software does not utilize third party vendors to perform software upgrade and maintenance. It is imperative that we obtain this software from this sole source vendor Lynx Technologies. LynxOS 7 is the only compiler that can compile our MH60RS Airborne Operational Program (AOP) software. Any inability to procure this software would cause an unacceptable delay in the MH-60RS maintenance cycle. Lynx Software Technologies, Inc. is the only known qualified source capable of satisfying the Governments specific requirements and mission for this procurement. For this reason, the Government intends to procure these products on a sole source basis from Lynx Software Technologies, Inc. (CAGE Code: 0REN3).

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all responsible sources may submit a capability statement, which, if received within two (2) calendar days after the date of the publication of this synopsis, will be considered. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement based upon responses received as a result of this notice is solely within the discretion of the Government.
