Presolicitation Notice Page 4 of 4 Presolicitation Notice Page 1 of 4 DESCRIPTION INTRODUCTION: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting bids and subsequently awarding a single Firm-Fixed-Price contract for the Design-Bid-Build the EHRM Training and Admin Space Phase 2 located at the John J. Pershing Veterans Administration Hospital in Poplar Bluff, Missouri. PROJECT DESCRIPTION: Contractor shall provide all supervision, tools, labor, materials, equipment, transportation, incidentals, and testing necessary to provide and install temporary power and fiber utilities for 4 modular office trailers that will be located near the northeast corner at the John J. Pershing Veterans Administration Hospital. The project includes, but is not limited to, general construction, alterations, mechanical and electrical work, utility systems, necessary demolition and removal of existing features and certain other items necessary for completion. All work shall be performed in accordance with solicitation/contract terms and conditions, specifications and drawings, and all applicable VA and local codes. Trailers and final connections will be by others at a future date and are NOT part of this project. ADMINISTRATIVE: The solicitation will be issued as a Invitation for Bid (IFB) conducted in accordance with FAR Part 14 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable North American Industry Classification System (NAICS) code is 236220 with a size standard of $45 million. The solicitation will be June 30, 2023 (this date can change due to unforeseen circumstances, so the date shown is just an approximate). The period of performance is approximately 240 calendar days from the issuance of the Notice to Proceed. In accordance with VAAR 836.204, the magnitude of construction is between $1,000,000 and $2,000,000. This notice is not a request for competitive offers.
