The Bureau of the Fiscal Service (FS), on behalf of the United States African Development Foundation (USADF), is seeking the purchase of five (5) vehicles for USADFs Country Program Coordinator (CPC) offices, as described in the following solicitation: 20341923R00003.

The Government anticipates the award of a Firm-fixed price contract resulting from this solicitation to the Offeror whose proposal contains the price and technical features, including delivery date (schedule), offering the best overall value to the Government. Price and technical factors, including the delivery schedule and proof of service availability, are approximately equal.

Only new items will be accepted. Refurbished items are not acceptable.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number 20341923R00003 is issued as a request for proposals (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-02.

The United States African Development Foundation (USADF), a U.S. Government Corporation fostering grassroots participatory development in Africa, has an immediate need to purchase four (04) Toyota Land Cruiser Prado TX-L, model GDJ150L/R-GKFEY, and one (1) Toyota Land Cruiser 76 Hardtop, model HZJ76L-RKMRS, on a brand name or equal basis. (See Attachment A - Salient Characteristics for details) If the proposed vehicles are other than those identified above, you must indicate the demonstrated ability of the vehicle to handle rough terrain and tropical climates as are found in Africa.

The offeror must provide proof of the availability of maintenance and repair services in Benin, Cote DIvoire, Kenya, Uganda, and Liberia, respectively, to include the vendors name, address, and telephone number. Please include any warranties that apply. Please also identify the approved authorized dealers in each country that can provide the manufacturer warranty and after-sales service.

INSTRUCTIONS TO OFFERORS:

Interested offerors shall email questions to purchasing@fiscal.treasury.gov with the subject line "Questions for 20341923R00003 - Vehicles for USADF CPC Field Offices, Attn: MR/PW" by Monday May 29, 2023, no later than 10:00 a.m. U.S. Eastern Standard Time (EST).

Offerors shall submit their proposals in English by e-mail to purchasing@fiscal.treasury.gov, with the subject line "Quotation for 20341923R00003 - Vehicles for USADF CPC Field Offices, Attn: MR/PW." Proposals must be in US dollars. Proposals are due by 10:00 a.m. U.S. Eastern Standard Time (EST) on Monday, June 05, 2023. Your proposal must also include the date the vehicle will be ready for delivery. Only proposals meeting or exceeding the specifications listed above and optional items listed herein will be considered by the Government.

Offerors shall complete the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, located in the provisions section of this solicitation.
