Title: Annual Subscription to the Asian Technology Information Program (ATIP)
Introduction
This is a notice of intent, not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested.
Purpose
The National Institute of Standards and Technology (NIST) intends to negotiate a firm-fixed priced purchase order on a sole source basis with the Asian Technology Information Program
(ATIP) located at 1633 31st St NW, Washington, DC 20007-2999. The purchase order will specifically procure an annual subscription with ATIP. The subscription will be effective from
8/19/2023 through 8/18/2024.
Authority
This acquisition is being conducted under the authority of FAR Subpart 13.106(b)(1) allowing the Contracting Officer (CO) to solicit from one source. The North American Industry
Classification System (NAICS) code for this acquisition is 813920 – Professional Organizations, with a small business size standard of $23.5 million.
Description
The Information Technology Laboratory (ITL) at NIST is engaged in studying information technology measurement and standards activities around the globe. Making decisions regarding
current and future programs requires an effective strategic planning process that considers the global view of current and expected trends in the IT arena. With the Asian market a large
producer of information technology components as well as an ever-increasing consumer of information technology products and an increasing number of IT innovations emerging in the area,
ITL must keep up with the trends and advances in this vital market. ITL seeks to obtain an increased awareness of significant Japanese and other Asian scientific and technical trends
and developments, which are important to ITLs role in the Information Technology area.
Sole Source Determination
The sole source determination is based on the following:
The Asian Technology Information Program (ATIP) is an Online source that provides a series of original science and technology publications related to new and ongoing IT research in
Asia, including Japan, Taiwan, China, Korea, Singapore, Indonesia, India, Australia and other Asian countries. The annual subscription with ATIP will provide ITL with access to
customized and standard products, services and current and accurate information focusing on Asian technology trends, research, policy, and market strategies. ATIP customers include
government, industry, and non-profit organizations worldwide. ITL has previously been a subscriber to ATIP and requires an annual subscription for purposes of continuity of science and
previous research results. ATIP is the only source that can fully achieve this requirement and its subscription must be purchased directly through ATIP.
Information for Interested Parties
Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing by or before the
response date for this notice. This notice of intent is NOT a solicitation.
Any questions regarding this notice must be submitted in writing via email to Hunter Tjugum, Contract Specialist, at Hunter.Tjugum@nist.gov. All responses to this notice of intent must be submitted via email to hunter.tjugum@nist.gov so that they are received no later than May 29, 2023, at 4:00 PM, Eastern Time.
Each response should include the following Business Information:

c. Contractor (SAM) Universal Entity Identification (UEI)
d. Contractor Business Classification (i.e., small business, 8(a), woman owned, hubZone, veteran owned, etc.) as validated in System for Award Management (SAM). All offerors must have
