The National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office (AGO), Western Acquisition Division (WAD) in Boulder, CO intends to award a hybrid Time-and-Materials and Firm-Fixed-Price contract utilizing the policies and procedures of FAR Subpart 12.6 and Part 15. This will be an 8(a) set-aside pursuant to FAR 19.805, Competitive 8(a). The Government intends to procure Information Technology support services in the Alaska Region for the National Marine Fisheries Service (NMFS), Alaska Regional Office (AKR).

The planned Request for Proposal (RFP) number is 1305M323RNFFS0010. The North American Industry Classification System (NAICS) for this procurement is 541511, Custom Computer Programming Services, which has a corresponding size standard of $34 million. A complete RFP package will be available on or about May 31, 2023 on SAM.gov. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will only be available for download at the above site; this office will not issue hard copy solicitations. By submission of a quote, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award.
