THIS IS A SOURCES SOUGHT NOTICE. In accordance with Federal Acquisition Regulation (FAR) 10.002(b) (2) (i), this notice is issued for the purpose of conducting market research. Market research is being conducted to determine if there are potential small businesses with the capacity and experience to perform the required work. This Notice is not to be misconstrued as an Invitation for Bid or Request for Proposal.

There is no solicitation at this time. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the Government assumes no financial responsibility for any costs incurred.

The full extent of the work will be described in the solicitation, which may follow at a later date. However, a summary of the services to be performed is provided as follows:

The requirement is for the delivery and setup of a new, premanufactured Mobile Kitchen built to suit the Muhlenberg Job Corps Center located in Greenville, KY. Installation and connection of utilities to the mobile kitchen to be performed by others. The vendor shall provide startup and testing of all equipment and systems upon delivery. The vendor will include all warranties and delivery. The vendor will work with the Department of Labor to determine the final layout equipment list before the buildout of the mobile kitchen.

Firms interested in this requirement are requested to submit a statement of qualifications. Your statement of qualifications shall demonstrate the capacity of your firm to perform the services described above, and should include the following information:

1. Previous customized mobile kitchen trailers experience.

a. Contractor has provided three or more Mobile Kitchens with the following features within the last ten years:

• The Mobile Kitchen will have accommodations for storage, food preparation, cooking and cleaning.
• Capable of serving 3 meals per day for a minimum of 300 persons.
• Custom manufactured based on specific customer needs.
• The Mobile Kitchen will be equipped at a minimum with a three compartment sink, vegetable sink, hand wash sinks with towel and soap dispenser, stainless steel work/prep table with under shelving, overhead shelving, fryer, griddle, burner range with oven, convection oven, char boiler, pan steamer, tilt skillet, holding cabinetry, walk-in cooler with wire shelving racks, walk-in or reach in freezer, tankless “On Demand” water heater, HVAC, ventilation hood with exhaust, fire suppression system, hand held fire extinguishers, dish water, etc.
• Mobile Kitchen shall be equipped with gooseneck trailer hitch, exterior stairs, air brakes and heavy-duty suspension.
• Unit must met all code and Health Department requirements.

2. Design and delivery timelines

a. Contractor shall provide information on typical design, fabrication, and delivery timelines for a customized mobile kitchen trailer as described above.

If additional technical information is required, please advise.

Previous customized trailer experience shall include a description of the trailer provided, its features, dimensions, and pictures and/or drawings of the trailer. Design and delivery timelines shall include information on recent and expected timelines for the design/customization of the trailer, the manufacturing/assembly of the trailer and equipment, and the delivery of the trailer.

The Government will evaluate market information to ascertain potential market capacity to 1) provide a mobile kitchen trailer consistent in scope and scale with that described in this notice and otherwise anticipated; and 2) deliver the trailer in a reasonable timeframe.

Your submission should not exceed 10 pages. Your response to this notice, is due no later than June 1, 2023 by 2:00 PM EDT, and submit it via email to Giddings.sonya.s@dol.gov and Seivert.paul.m@dol.gov. Your submission must cite the following information, at a minimum:

1. Response to RFI [insert number here];
2. Company Name, Address, and a Company Point of Contact;
3. SAM Unique Entity Identifier (UEI);
4. Business Size Standard/Classification, and socio-economic status, if applicable;
5. NAICS code certifications.

Acknowledgment of responses will not be made, nor will respondents be notified regarding the results of the Government’s evaluation of the information received. The determination to proceed with the acquisition is within the discretion of the Government. Telephone inquiries will not be accepted and no questions in connection with this notice will be accepted.
