This is a Synopsis Notification (Intent to Sole Source). The Mission and Installation Contracting Command (MICC) at West Point intends to negotiate and award a purchase order on a sole source basis to only one responsible source in accordance with FAR 13.106-1(b)(1)(i) and 13.501(a)(1)(ii). "Only one responsible source" is based on the company being the sole developer and provider of the product and / or service and is therefore the only source capable of satisfying the Governments requirement. The requirement is for renewed access to Lyrasis’s digital platform by The Jefferson Library at West Point. Current access is authorized under Contract# W911SD22P0089. The Period of Performance expires on 07/31/23. The renewal is for a 1-year (12 month) period from 08/01/23 thru 07/31/24. This is considered a sole source to Lyrasis Inc because – based on market research and to the best of MICC West Point’s knowledge – their digital platforms are the sole property of Lyrasis Inc. Its contents are only accessible through their network database. The vendor does not allow third parties to sell or supply access to their platforms.

The NAICS Code Qualifier is 611710; SBA Size Standard is $24 Million.

This Notice of Intent is not a request for competitive proposals and no solicitation document is available. However, any interested party that believes is capable of meeting our requirement may identify themselves but must submit evidence of their capability to fulfill the requirement as an authorized partner / seller of Lyrasis Inc. If you are an authorized partner / seller of Lyrasis Inc., you must submit written proof from Lyrasis that says you are authorized to supply / sell access to their digital platforms on their behalf (* INFO WILL BE VERIFIED *). All interested parties must provide the following data with their responses:

1. Full Company Name and Address

2. SAMs Unique Entity ID (UEI)

3. CAGE Code

4. TAX ID# (aka “EIN” or “TIN”)

5. NAICS Code (must be 611710 to qualify)

6. Business Size ("Large" or "Small"… must be stated on your reply)

7. Company POC, Email, Phone#

8. Proof (no exceptions) - -

a. Authorization letter from Lyrasis Inc that says you are authorized to supply / sell access to their digital platforms on their behalf. * INFO WILL BE VERIFIED.*

A determination not to compete the proposed requirement based on the responses to this notice is solely within the discretion of the Government. Any information received will be considered solely for market research purposes to determine a competitive procurement. Responses must be submitted via email only by the No-Later-Than (NLT) closing date and time stated below. Telephone responses or requests will not be accepted. Submitting generic responses just to receive a reply - or - submitting queries that clearly shows you have not fully read everything that is posted will be considered as “Non-Responsive”.
