THIS IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. This is a notice of intent that the United States Department of Education (the Department), Contracts and Acquisitions Management (CAM) intends to award a sole source firm fixed price contract to the National Student Clearinghouse (NSC), based in Herndon, VA. This procurement is to secure supplementary data relating to postsecondary students. The Department manages several postsecondary education programs across the United States and requires comprehensive student record data to evaluate the effectiveness of these programs. The existing data that has been collected is insufficient in providing crucial factors for program management, such as simultaneous enrollment in multiple institutions or partial program participation. A determination not to compete this proposed contract is based on market research and is solely within the discretion of the government.

This Notice of Intent is not a request for competitive quotations; however, interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. Responses received by June 2, 2023, 5:00 PM Eastern will be considered by the Government.

Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No cost to the government will arise as a result of contractor submissions of responses to this announcement or the government use of such information. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response.
