The U.S. Army Contracting Command – Rock Island, on behalf of the Project Director for Joint Bombs, intends to issue a Request for Proposal (RFP) W519TC-23-R-0024, on or after 02 June 2023 with an estimated closing date of 30 days after issuance. The RFP for the MK 3 Mod 0 and MK 12 Mod 1 Pallet will be a 100% Small Business Set-Aside. The following item will be included in the solicitation:

The applicable NAICS code is 332993, Ammunition (except Small Arms), with a size standard of 1,500 employees. The RFP will solicit proposals for a Fixed Price with Economic Price Adjustment (FP-EPA), Indefinite-Delivery Indefinite-Quantity (IDIQ) production contract. The Minimum Guaranteed Quantity (MGQ) will be a quantity of 500 each MK 3 Mod 0 Pallets. The contract will consist of five one-year ordering periods to award Fiscal Year (FY) 2024 - 2028 requirements.

The total maximum quantities to be awarded throughout the life of this contract, as a result of this RFP, are 40,000 each MK 3 Mod 0 Pallets and 6,600 each MK 12 Mod 1 Pallets.

First Article Test (FAT) will be required for this requirement. FAT will be required to be completed 150 days after issuance of the Delivery Order. FAT Reports will be required to be submitted for U.S. Government disposition 195 days after issuance of the Delivery Order. Production deliveries will be required to begin 365 days after issuance of Delivery Order. Monthly production delivery schedules will be based upon a twelve month delivery period for the awarded quantity.

The Technical Data Packages (TDP) associated with the MK 3 Mod 0 and MK 12 Mod 1 Pallets is classified as Distribution D - limited distribution authorized to the Department of Defense (DOD) and US DOD Contractors Only. These documents contain technical data whose EXPORT is restricted by the Arms Export Control Act (Title 22, U.S.C., SEC 2751, ET SEQ.) or the Export Administration Act of 1979 as Amended, titled, 50 U.S.C. App 2240 Et Seq. All TDPs will be available for access electronically via SAM.gov website once the RFP is released. An Offeror must have an approved DD Form 2345, Military Critical Technical Data Agreement, on file with the Joint Certification Program (JCP) in order to be granted access to the TDPs.
