DRAFT RFP:
SYNOPSIS: The Department of Defense, United States Air Force (USAF), Air Force Test Center (AFTC), Specialized Contracting Branch (PZZD) at Eglin AFB is currently requesting questions concerning the attached draft Request for Proposal from potential sources, including small businesses (SB), 8(a), HUBZone, Economically Disadvantaged Woman-Owned (EDWOSB), Woman-Owned (WOSB), Small Disadvantaged (SD), Veteran Owned (VO) and Service Disabled Veteran Owned (SDVOSB) small businesses that are capable of the requirement outlined in the Rapid Acquisition of an RF Threat Simulator (RATS) 5 draft RFP.

DESCRIPTION: The 68 EWS is seeking sources for production and sustainment of two Radio Frequency Threat Simulators (RFTSs). The requirements must be met or exceeded for the RFTSs IAW the draft RFP. Comments and answers to the questions on the draft RFP are being sought from interested qualified vendors for the purposes of clarification of the governments requirements. Copies of Attachments I, 2, and 3 are available for download. Offerors shall e-mail a copy of their DD2345 to the Contracting Officer and Contract Specialist if interested in obtaining a copy of Statement of Objectives (V1) (Attachment 1), DD254 (V1) (Attachment 4), PWS/SLA Template (V1) (Attachment 5), Facility Drawings (V1) (Attachment 6), the Associate Contractor Agreement (V1) (Attachment 7), Exhibit A (V1) and Exhibit B (V1). The form, instructions, and FAQs for the obtaining the DD2345 may be found at the United States/Canada Joint Certification Program website, https://www.dla.mil/Logistics-Operations/Services/JCP/. All interested vendors should submit questions in response to the draft RFP to the POC listed below. Proposals are not being requested or accepted at this time. As stipulated in FAR 15.201(e), responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. No solicitation (Request for Proposal) exists at this time; therefore, do not request a copy of the final solicitation. The decision to solicit for a contract shall be solely within the Government’s discretion, but is expected to occur within the next two weeks. QUESTIONS ARE DUE NO LATER THAN 11:00 A.M. Central Time on 26 May 2023.
