This Pre-solicitation notice is for the procurement of construction services under Solicitation Number 36C24223B0028 and Project Number 561-23-700 for the Replacement of the Roofing on13th Floor of Building 1 at the VA New Jersey Healthcare Systems, 385 Tremont Avenue, East Orange, NJ 07018. This procurement is a 100% Service-Disabled Veteran Owned Small Business (SDVOSB) Set-Aside. As a result, eligible SDVOSBs may submit a bid in response to the anticipated Invitation for Bid (IFB), which will be considered by the agency. This project is classified under NAICS Code 238160 and has a size standard of $19.0 Million. The cost estimate range for this project is $250,000 and $500,000. Statement of Work: The contractor shall furnish professional construction services to satisfactorily complete the entire requirement for the Replacement of the Building 1, 13th Floor Roof Project Number 561-23-700 at the VA New Jersey Healthcare System East Orange Campus as required by drawings and specifications The contractor shall completely prepare site for building operations, including demolition and removal of existing roofing materials, and furnish labor and materials and perform work for re-roofing at the 13th floor of Building 1 at the VA NJ Health Care System, East Orange, NJ. Work includes general construction, alterations, replacement, and necessary removal of existing roof covering and insulations down to the roof deck, structures and construction and certain other items. This work shall include all materials and labor to fully remove the existing roofing assembly and to install a well-insulated, well-draining, code-compliant, cold-applied, low-odor, multi-ply roofing assembly with a durable surfacing. The roof area to be replaced is approximately 5,500 square feet. Contractor to start immediately after receiving the Notice to Proceed (NTP) with an estimated completion time of 150 calendar days. All other details and information shall be contained in the invitation for bid (IFB) documents published under this solicitation number which shall be posted on https://beta.sam.gov/. The solicitation will be released on or about May 22, 2023. The response submittal instructions, date, and time will be included in the solicitation. This project requires bonding and all responses/submissions shall be electronic; hardcopy and faxed bids will not be accepted. It is the responsibility of the prospective bidder to ensure the timely delivery of their bid package. All prospective bidders must be currently registered in www.sam.gov and be registered and verified as a SDVOSB in www.vip.vetbiz.gov at the time of offer submission and before award of this procurement.
