The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole-source, firm-fixed-price contract to the TECAN U.S., Inc., (CAGE Code 1GUA3), 9401 Globe Center Drive, Suite 140, Morrisville, North Carolina, 27560. The Government intends to negotiate with only one source under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements.

The associated North American Industrial Classification System (NAICS) code for this procurement is 811219: Other Electronic and Precision Equipment Repair and Maintenance; and the Product Service Code is 6640: Laboratory Equipment and Supplies.

The Laboratory Division (LD), Biometrics Analysis Section (BAS), Federal DNA Database Unit (FDDU) utilize TECAN Robotic Workstations throughout the DNA analytical process. This equipment is manufactured by TECAN, and they are the only vendor that can perform preventative maintenance, repair, and upgrade services on the TECAN Robotic Workstation. Validation was performed and the TECAN automated workstation proved best suited for the DNA automated processes used by the FBI. This comprehensive evaluation resulted in the recommendation to use TECAN Robotic Workstations for DNA analysis. These workstations have been identified as a critical need, therefore requiring subsequent upgrades when needed.

The FBI awarded Contract Number DJFA9N093240 to TECAN U.S., Inc. September 2009. This acquisition included two (2) TECAN Freedom EVO 150 Base Unit systems. Due to wear and tear on the previously acquired instruments, these robotic systems need to be updated with new hardware to help improve the efficiency for the FDDU. The FBI intends to award a non-competitive, sole-source contract to TECAN to upgrade the decks on two (2) robotic workstations. This requirement includes TECAN Part Number 30052322, (the stainless-steel work deck on the Freedom EVO liquid handler); shipping charges; and on-site installation services at the FBI’s Laboratory Building, Quantico, Virginia, 22135.

Responses shall include the firm’s Unique Entity ID (UEI) number and their Business Size. Information received will be considered solely for the purpose of whether to conduct a competitive procurement. A determination by the Government not to compete this proposed award upon response to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with providing capability information will be provided. Vendors must be registered in SAM, (effective July 29, 2012), to receive government contracts. The FBI utilizes a financial system that has a direct interface with SAM. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
