NOTICE OF INTENT TO AWARD A SOLE SOURCE VHA Strategic Planning Summit The US Department of Veterans Affairs (VA), Office of Acquisition and Logistics (OAL) intends to issue a sole source
purchase order to HRS Consulting, INC., 2645 EXECUTIVE PARK DR., STE 420, WESTON, FL to provide support services for the VHA Strategic Planning Summit. No Solicitation documents exist. No
responses are being sought regarding this notice. Sole Source Justification 1.Contracting Activity: Acquisition Service 2 Strategic Acquisition Center Frederick (SAC-F) U.S. Department of
Veterans Affairs 5202 Presidents Court, Suite 103 Frederick, MD 21703 Requiring Activity: VA Veteran s Health Administration 2. Description of the Action: This activity proposes to
negotiate a non-competitive award (sole-source) with to HRS Consulting, INC., a verified Service-Disabled Veteran-Owned Small Business (SDVOSB), for providing support services for the VHA
Strategic Planning Summit. 3. Description of Supplies/Services VHA Senior Leadership is seeking contractor support for the VHA Strategic Planning Summit. The VHA Senior Leader Summit
(June 12-16, 2023) will clarify the priority strategies of VHA and set clear process and outcome expectations to ensure alignment of field (VAMC and CBOC), VISN and Program Office actions
to accelerate progress on milestones and results on the SECVA priorities, VHA Priorities, and VHA Long-Range Plan Goals and Objectives. The contractor support shall streamline the
planning efforts pre, during, and post-event, realize the full potential of the summit, and provide actionable directions for leadership and attendees. The VHA Strategic Planning Summit
is expected to have approximately ~350-400 attendees and traditionally has spanned two and a half business days. The contractor will be responsible for synthesizing pre-meeting planning
discussions, coordinating facilitation roles for meetings, taking notes, and debriefing stakeholders on outcomes. The contractor will also be responsible for Summit meeting facilitation
to identify and link strategic opportunities with health care futures concepts. Facilitation includes leading Summit large and small group discussions and guiding transformational
learning and futures thinking. The team will exercise expertise in strategic planning and change management to draw productive outcomes from the meetings. 4. Authority Cited: The
statutory authority permitting other than full and open competition for this procurement is 41 U.S.C. § 3304(a)(5) as implemented by the FAR Subpart 6.302-5 entitled, Authorized or
required by statute . The applicable statute is Public Law 109-461: Veterans Benefits, Health Care, and Information Technology Act of 2006 specifically, the Veterans First Contracting
Program, outlined in 38 USC §8127(c). VAAR 819.7007 states explicitly, A determination that only one SDVOSB can meet the requirement is not required, and that using this authority, the
following must be verified: (1) The anticipated award price of the contract (including options) will not exceed $5 million. The requirement meets this requirement as it will not exceed
$5Million. (2) The justification prepared pursuant to FAR 6.302-5(c)(2)(ii) is posted in accordance with FAR subpart 5.301(d). The approved J&A for Other than Full and Open
Competition will be made publicly available at SAM.gov within 14 days after contract award as required by FAR 6.305(a).] 5. Reason for Authority Cited: In accordance with (IAW) VAAR §
819.7007(b) - Sole source awards to service-disabled veteran-owned small business concerns, The contracting officer s determination whether to make a sole source award is a business
decision wholly within the discretion of the contracting officer. A determination that only one SDVOSB concern is available to meet the requirement is not required. In accordance with
Public Law 109-461, codified at 38 USC § 8127, to increase contracting opportunities for small business concerns owned and controlled by veterans and small business concerns owned and
controlled by veterans with service-connected disabilities, VA CO are given specific statutory authority to award a contract to a small business concern owned and controlled by veterans
using procedures other than competitive procedures (i.e. a sole-source contract). The contracting officer may do so in accordance with VAAR 819.7007. Responses or other communications
received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the
