INTRODUCTION: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting bids and subsequently awarding a single Firm-Fixed-Price contract for the Design-Bid-Build Expand Primary Care West Minor project at the Orlando VA Medical Center, Lake Nona Campus, located at 13800 Veterans Way, Orlando, FL 32827. PROJECT DESCRIPTION: This project will expand the 4th floor (vertical expansion) west side clinical space (building 1) at the Lake Nona (West) Campus to address an increase in primary care workload. Approximately 7,500 square feet of clinical space will be constructed. The 4th Floor interstitial and 5th floor mechanical space will also be expanded to match the new clinical space footprint. The new space will follow the PACT model. Contractor shall completely prepare site for building operations, including demolition and removal of portions of existing structures, and furnish labor and materials and perform work for the Expand Primary Care at Lake Nona (West) project for the Orlando VA Medical Center as required by drawings and specifications. ADMINISTRATIVE: The solicitation will be issued as an Invitation for Bid (IFB) conducted in accordance with FAR Part 14 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. Offers received from other than SDVOSB concerns will not be considered. The applicable North American Industry Classification System (NAICS) code is 236220 with a size standard of $45.0 million. The solicitation will be issued in early June 2023. The period of performance is approximately 526 calendar days from the issuance of the Notice to Proceed. In accordance with FAR 36.204, the magnitude of construction is between $5,000,000 and $10,000,000. This notice is not a request for competitive offers.
