The Space Development Agency (SDA) is providing the following top-level acquisition plan to industry to permit near- and long-range industry planning and to support better, more focused proposal responses.

SDA’s Tranche 2 programs will extend the Proliferated Warfighter Space Architecture’s initial warfighting capability established by Tranche 1 programs with additional services and capabilities to support an agile, connected warfighting posture for the Department of Defense. Tranche 2 is anticipated to be acquired in layers similar to Tranche 1 but with additional variants in the Tranche 2 Transport Layer (T2TL): Alpha, Beta, and Gamma for primary capabilities and Tranche 2 Demonstration and Experimentation System (T2DES) for consideration of capabilities that show potential for warfighter utility and proliferation in future Tranches.

SDA released the first T2 solicitation on April 10, 2023 for the T2TL-Beta system.

SDA expects to release the T2TL-Alpha solicitation in draft form in early Q3 FY2023 and in final form in late Q3 FY2023. SDA expects to make up to two T2TL-Alpha awards.

SDA expects to release the initial T2DES solicitation – potentially one of multiple – in Q1 FY2024 and to make multiple T2DES awards.

SDA expects to release the T2TL-Gamma solicitation in Q2 FY2024 and to make up to two T2TL-Gamma awards.

SDA expects to release the Tranche 2 Tracking Layer solicitation in draft form in Q3 FY2023 and in final form in Q1 FY2024. SDA expects to make up to three Tranche 2 Tracking Layer awards.

Additional detail is available upon request in a Controlled Unclassified Information (CUI) package that contains:

• A graphical summary of the planned T2 architecture with payload configurations for each vehicle type. Payload configurations for future solicitations are not final and may change
• SDA’s preliminary assessment of combinations of Tranche 2 PWSA activities resulting in prospective Organizational Conflict of Interest is provided as a matrix

To request this package, please send an email to osd.pentagon.ousd-r-e.mbx.sda-SN-23-0008@mail.mil no later than 19 May 2023 at 12:00 PM EDT with the subject line “SDA Tranche 2 Industry Announcement Request.” Please include your organization’s CAGE code and location in your request. Requests received from organizations that do not possess a facility clearance of at least Secret will be evaluated on a case-by-case basis. SDA will endeavor to respond to all requests in the order that they are received and within one business day of receipt.

If a U.S. company does not have, at minimum, a secret level facility, there must be an active DUNS number for the company, along with a signed NDA on record at SDA, prior to the company receiving CUI materials. A foreign company must team with a U.S. prime contractor company in order to receive any CUI materials directly from the U.S. prime contractor company.

SDA provides this information purely for industry planning purposes and timelines may change as program development activities progress. SDA intends to update industry in the event that a major change is made. SDA does not intend to answer requests for additional details on any potential solicitation, though requests for clarification on the draft OCI matrix will be honored.
