SUBJECT: Sole source upgrades to a TSI Model 3938 Scanning Mobility Particle Sizer Spectrometer.

DESCRIPTION:

The National Institute of Standards and Technologys, Materials Measurement Science Division, Chemical Sciences Division provides the measurement science, standards, technology, and data that help members of industry, other government agencies, and academia make still more progress in the chemical sciences, from assessing human health with diagnostic tests to determining the nutritional value of food and supplements, from setting emissions standards to assessing the climate. To further this mission, the lab needs to procure an Electrospray Aerosol Generator and Ultrafine Condensation Particle Counter for an Electrostatic Classifier compatible with a NIST owned TSI model 3938 Scanning Mobility Particle Sizer Spectrometer.

The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b) (1), with TSI Inc located in Shoreview, MN to upgrade this Spectrometer system

Sole Source justification is based on the following:

Market research has shown that TSI is the sole company who can provide this equipment upgrade to NIST.

TSI Incorporated is the original equipment manufacturer and sole provider of the Electrospray Aerosol Generator and Ultrafine Condensation Particle Counter, this is a sole source requirement. No other vendors are authorized or capable of upgrading the existing Scanning Mobility Particle Sizer Spectrometer. TSI Incorporated has stated they are the only authorized source in writing.

NAICS code for this requirement will be 334516 – Analytical Laboratory Instrument Manufacturing with a small business size of 1250 employees.

No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 1:00AM EST on 05/18/2023 will be considered by the Government.

A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
